Abel tarrant was a sailor who got hold of a formula that allowed him to create tattoos he could animate with a touch. He was first stopped by green lantern hal jordan, but returned to face. The tattooed man originally had the upper hand against the green lantern because the tattoo chemicals' base was yellow (though the tattoos themselves were usually purple).
